Tasks of Delivery (Station)
Delivery Control, often simply called Delivery, is the Air Traffic Control unit responsible for the very first phase of a flight while the aircraft is still at the gate. Its main task is to issue the air traffic control clearance to departing aircraft, which includes the assigned route, the initial altitude, and the transponder code (squawk). In Germany, Delivery also gives the startup clearance, allowing the flight crew to start the engines. This step marks the official beginning of the departure process and must be coordinated precisley with the Ground Crew
Although Delivery does not control any physical movement of the aircraft, its importance should not be underestimated. Delivery ensures that every aircraft is properly cleared for its route, that all relevant flight plan data are correct, and that no conflicts arise with other departures in the same airspace. The communication between the pilot and Delivery must therefore be clear, precise, and free of misunderstandings.
Even after receiving startup clearance, the captain remains responsible for coordination with the ground personnel. This includes confirming that the area around the aircraft is clear, that pushback can begin safely, and that no technical or logistical issues prevent departure. While Delivery authorizes the flight to start its engines, the actual ground coordination — such as pushback, headset communication, and marshalling — remains the captain’s responsibility and is handled in cooperation with the ground crew.
Through this close coordination between Delivery, the cockpit, and the ground staff, safe and efficient operations can be guaranteed from the very first moment of the flight.
